Andre has been living in a low-cost, illegal basement apartment since 2012. Because he is a low-wage worker, he is unable to afford a better apartment.
Earlier in the year, Andre hurt his back and has been out of work since. He fell behind on his rent. Though he was entitled to rental assistance as a graduate of a substance abuse program, his landlord refused to sign papers required to process the assistance. Andre fell even further behind.
Though it is against the law, Andre's landlord began withholding services. He refused to fix things like heat and air conditioning and withheld Andre’s mail. Ultimately, he commenced eviction proceedings.
We empowered Andre in this struggle by advising him on his rights in the face of harassment. We also prepared him for escalating actions, such as illegal lockouts.
Armed with this information and our guidance, Andre faced his landlord in housing court. They reached an agreement that Andre would look for new housing, but that he could stay in his apartment in the meantime without further harassment.
We are thankful we had the opportunity to advocate, intervene and prevent further harassment of a vulnerable tenant.
